The VPA says that the increase is based solely on “security-related costs associated with mandates of the 2002 Marine Transportation Security Act (MTSA)”. According to the Authority, security costs since 9/11 have more than doubled, forcing it to divert money away from port infrastructure to pay for strengthening its facilities against the threat of terrorism.
