The MPA issued a ‘Request for Qualifications’ in April this year, with submissions due by the beginning of June, seeking a private partner to commit to a long-term investment that will meet its objectives of building a new berth, as well as increasing waterborne container volumes at Seagirt.
Confidential ‘Request for Offers’ (RFO) documents will now be issued to each group, specifying terms, conditions and other financial responsibilities of a P3. Final offers are required to be submitted by 4 September.
Negotiations leading to best and final offer from each candidate will be conducted this autumn, with the anticipation that a final recommendation of the successful bidder being made to the Maryland Port Commission and Board of Public Works by the end of the year.
