Until now, there has been little sign of progress in deciding if and when these concessions will be renewed, largely as a consequence of an ongoing dispute between the federal government and the government of the city of Buenos Aires over which of the two should have jurisdiction over them. The insecurity inherent in these concession deadlines has meant that the terminals cannot justify significant investment in their facilities.
However, CM has just learnt that what amounts to a temporary or ‘holding’ resolution to the problem has achieved a partial breakthrough in the deadlock. This follows the Secretary of Transport’s signing an extension to the BACTSSA concession for a period of 20% of the original 18 years, which is allegedly ‘authorised’ by the original tender conditions.
It is understood that the full conditions will be made public “in the following weeks.”
